Fees fill the treasury
The creator fee of every trade is shared on chain: 90% to the vault, booked to this coin's treasury, 10% to the platform. The dev takes nothing.
Holders propose and vote
Hold enough and open a proposal. Everyone votes with one signature; your weight is the smaller of what you held when it opened and when it closed.
The treasury acts
A passed proposal waits out its timelock, then the vault does exactly what was voted and records the transaction here.

The vault never acts on its own. Every SOL that leaves a treasury was voted out of it by the people holding the coin, and the record of that vote stays on the coin's page.
